Public Sector Decarbonisation Scheme and Public Sector Low Carbon Skills Fund

The Public Sector Decarbonisation Scheme (PSDS) and Public Sector Low Carbon Skills Fund (PSLCSF) provide an opportunity for public sector bodies to access grant funding for decarbonisation projects and consultancy services, engage specialist advice to identify projects, and provide project development support for delivery of approved projects. As a low carbon consultancy specialising in low and net zero carbon projects, GEP Environmental are available to undertake consultancy to identify and develop low carbon and energy efficient heat upgrade projects, provide project development support, and assist with all grant applications.

​What is the Public Sector Decarbonisation Scheme?

The PSDS has been launched by the Department for Business, Energy and Industrial Strategy and offers £1 billion of grant funding to public sector bodies for capital energy efficiency and heat decarbonisation projects. The purpose of this is to improve the energy efficiency of buildings and install low carbon heating measures in line with the Government’s target of reaching Net Zero Carbon emissions by 2050.

The types of projects that can be grant funded include:


  • Category 1 – technologies that directly contribute to the heat decarbonisation of a building by installing low carbon hearting technology (such as Heat Pumps)
  • Category 2 – technologies not directly contributing to heat decarbonisation but reduce overall energy demand, therefore supporting future heat decarbonisation
  • Category 3 – technologies that do not reduce carbon emissions but enable future heat decarbonisation projects to be implemented
  • Category 4 – technologies that are permitted only if they are used to replace coal or oil fueled heating systems AND it is not feasible to install a low carbon heating system to replace the existing coal or oil system

    What is the Public Sector Low Carbon Skills Fund?

    The PSLCSF has been launched in conjunction with the PSDS and is designed to help eligible public sector bodies, that do not have their own in-house resources, to engage specialist advice for two key activities:

    1. Project Development Support – engage a consultant to identify and develop decarbonisation projects, and to prepare the Grant applications for the PSDS
    2. Project Delivery and Heat Decarbonisation Plan Support – engage a consultant to project manage the delivery of projects and develop Heat Decarbonisation Plans
