Energy Performance Contracting

Energy performance contracting is a well established mechanism by which the benefits of an improvement project may be guaranteed up front and built into the tender and supply pricing for the project. The energy savings, usually in kWh and £s, are agreed and contractually guaranteed, and once the measure has been installed or delivered, they must be measured and verified. The re:fit framework builds the formal measurement and verification into the process and allows for multiple measures and multiple properties to be procured under a single engagement process.

Measures

The Framework covers energy efficiency retrofit and local energy generation measures in their broadest sense to enable a wide range of improvements. Energy efficiency and generations measures may include the provision and installation of new equipment, the optimising of existing equipment, the provision of related services or the maintenance in relation to any of these. A huge range of works and services are included within the scope, such as boilers, building services, District heating, Heat recovery systems, Lighting systems, Solar panels and water installations.

Service Providers

A total of 16 Service Providers have been appointed under the Re:fit Cymru framework, including main contractors, utility service providers, energy management specialists and facility management providers. The programme is managed through the Re:fit Programme Implementation Unit, which is provided by GEP Environmental from the office in Cardiff.
